(Kinshasa, le 18 juin 2022) – Des milliers de Congolais vivant dans l’Est de la République démocratique du Congo sont victimes d’une spirale de violence armée qui, au cours des derniers mois, a entrainé la mort de plusieurs centaines de personnes, le déplacement forcé de centaines de milliers d’autres et la destruction de nombreuses infrastructures. Depuis le début de l’année, plus de 700 000 personnes ont dû fuir leurs habitations. A ce jour, près de 5.9 millions de personnes sont déplacées à l’intérieur de la RDC.
Depuis le début de l’année 2022, les sites de personnes déplacées sont devenus la cible récurrente de ces violences avec 11 d’entre eux attaqués en Ituri, au Nord-Kivu et au Sud-Kivu. Les centres de santé et les écoles payent également un lourd tribut, avec au moins 15 structures de santé et 58 écoles prises pour cible. Le personnel soignant continue à payer un lourd tribut, surtout dans le Nord Kivu, où plus de 50% des violations documentées à travers les provinces de l’Est ont été enregistrées. Rien qu’en Ituri, plus de deux cents personnes déplacées ont été tuées en neuf mois dans 16 attaques de groupes armés sur des sites de déplacement. Depuis 2019, cette province a aussi vu son système de santé sérieusement affaibli avec au moins 128 structures mises hors d’usage, ce qui affecte l’accès aux soins à plus d’un million de personnes.
Cette violence entrave également les opérations humanitaires, et 116 incidents sécuritaires affectant directement le personnel ou les biens humanitaires ont été notifiés depuis le début de l’année.
“Les sites de personnes déplacées ne sont plus des refuges sûrs pour les personnes vulnérables – et beaucoup trop de civils innocents sont victimes des violences, tués, traumatisés, et maintenus dans un cycle de violence par des groupes armés. Il est plus que jamais essentiel que le droit international humanitaire soit respecté. Les civils doivent être protégés et ne doivent pas être des cibles, le personnel humanitaire doit pouvoir accéder sans entrave aux personnes dans le besoin et ne doit pas être une cible, et les populations civiles doivent pouvoir accéder aux infrastructures essentielles à leur survie en toute sécurité”, a souligné le Coordonnateur Humanitaire, Bruno Lemarquis.
“Pour répondre aux nombreux besoins humanitaires, générés pour l’essentiel par les conflits armés, il est également essentiel que les acteurs humanitaires puissent disposer des ressources nécessaires non seulement pour apporter une aide d’urgence aux personnes affectées, mais également pour appuyer le retour des personnes déplacées lorsque des retours sont possibles.
