Depuis que les M23 ont débuté les attaques contre les positions des FARDC dans le territoire de Rutshuru en mars 2022. Ça fait déjà un mois ils occupent plusieurs villages dans le groupement de Jomba ainsi que la cité frontière de Bunagana. Cette occupation vient de paralyser la situation économique et sécuritaire de la province. Les habitantes de Rutshuru qui ne savent plus cultiver leurs champs à cause de la violence plusieurs personnes ont fui la cité et d’autres ne sachant pas où allés, ils sont restés à la merci des exactions de rebelles, certains d’entre eux sont fusillés dans leurs champs lorsqu’ils tentent de se ravitailler en vivre.
Cette question du M23 a trop duré, tout le congolais en général et particulièrement du Nord Kivu veut qu’une solution soit définitivement trouvé et plus vite encore. Hélas les Forces Armées de la République Démocratique du Congo n’arrive toujours pas à mettre hors d’état de nuire la velléité des M23 dans la cité de Bunagana malgré l’effort fourni par les forces armées de la République Démocratique du Congo. Tout ceci parce que les FARDC font face à deux armées notamment l’armée Rwandaise RDF et Ougandais UPDF qui sont engagés derrière les M23. Malgré les preuves exhibées sur la face du monde, le Rwanda et l’Ouganda nient toutes implications dans cette guerre camouflée au nom du M23. Toutefois, c’est étonnant sur le terrain, les FARDC font face à une puissance de feu qu’aucun groupe armé ne peut trouver. Même la représentante Spéciale du secrétaire Général de l’ONU BINTU KEITA l’avait évoqué lors d’une réunion de l’ONU. Pendant ce temps à Luanda la tripartite RDC Angola Rwanda se tenait, le M23 continuer à attaquer en revendiquant des pourparlers avec le gouvernement congolais afin de mettre fin à la crise qui secoue l’espace grand Kivu.
Faut-il dialogué pour trouver la paix ?
La République Démocratique du Congo doit construire son système de défense, une proposition de Julien Paluku l’ancien gouverneur de la Province du Nord Kivu lors d’une intervention dans une émission à la Radio Okapi. « Pour l’ancien gouverner les accords de paix sont le fait d’une faiblesse militaire d’un état, car les états qui sont forts militairement ne recourent pas aux accords de paix » Faut-il le noté plusieurs accords avaient été signés jamais la République Démocratique du Congo est arrivé à résoudre les problèmes de la Sécurité surtout dans la partie orientale. D’autre par l’UPDF est en opération conjointe avec le FARD à Beni et en Ituri ! Quelle cacophonie ? Du côté M23 le moment de dialogue avec le gouvernement est une solution pour désamorcer cette crise. Le notable de la province du Nord Kivu particulièrement de Rutshuru haussent le ton au sujet de la multiplicité des exactions perpétrées par les rebelles du M23. Ces notables fustigent l’occupation de Bunagana par les Rebelles du M23 a des lourdes conséquences sur le plan humanitaire économique et sécuritaire.
