Depuis deux décennies le Rwanda déstabilise la République Démocratique du Congo par la création de groupes armés. À chaque fois lorsque Kinshasa, mais Kigali dément ces allégations. Bien que longue la nuit le jour finit. C’est depuis quelques mois lors de la résurgence de la rébellion M23 que la tête de l’iceberg sort de la surface le Chouchou des impérialistes occidentaux est attrapé la main dans le sac.
Sorti comme une boule de neige en date du 04 aout 2022, le rapport qui défraie la chronique de l’opinion nationale et internationale. Du côté congolais c’est une satisfaction, Tandis qu’au Rwanda, lors d’une sortie médiatique la porte-parole du Gouvernement Rwandais Yolande MOKOLO minimise et dénigre l’ampleur du dossier comme ils l’ont toujours fait lorsque la République Démocratique du Congo dénonce l’agression Rwandaise en territoire congolais. Cette dernière estime que ce rapport des experts des Nations Unies qui accablent son pays est une distraction.
En dépit de la position prise par le Rwanda vous retiendrez que les autorités de la RDC attendaient ce rapport depuis des mois et son contenu s’avère explosif.
Tenez Le rapport confidentiel du groupe d’experts des Nations unies sur la République démocratique du Congo (RDC), transmis à des états membres du Conseil de sécurité de l’ONU et que Le Monde s’est procuré jeudi 4 août, accuse l’armée rwandaise d’avoir participé aux attaques contre des militaires congolais et d’avoir équipé et fourni des renforts aux insurgés du Mouvement du 23-Mars (M23).
Cette rébellion, née en 2012, a repris les armes contre l’état fin 2021, dans l’est de la RDC, le long de la frontière avec le Rwanda.
C’est dans un document de vingt-neuf pages que les experts de l’ONU, ont détalé le résultat des inspections menées sur place et ont analysé les images disponibles, assurent disposer des preuves solides démontrant la participation de militaires rwandais à plusieurs attaques perpétrées contre des soldats congolais, dans la province du Nord-Kivu, notamment BUNAGANA fief du M23. La durée de cette enquête va de novembre 2021 en juillet 2022.
C’est confirmé : les Forces rwandaises de défense FRD, soit unilatéralement, soit conjointement avec des combattants du M23, se sont engagées dans des opérations militaires contre des groupes armés congolais et contre des positions des Forces armés de la République Démocratique du Congo FARDC en sigle comme on peut le lire dans ce rapport.
Agression Chronique de RDF en RDC et bilan
Dans la localité de KIBUMBA, le 24 mai 2022 le rapport indique : « un grand nombre de troupes des FRD sont entrées en RDC » et ont « attaqué et délogé les FARDC de leurs positions ». Devant plusieurs témoins oculaires, interrogés par le panel onusien, ont estimé leur nombre entre neuf cents et mille. Le lendemain, les attaques menées par les militaires rwandais et le M23 se sont poursuivi « contre les camps des FARDC ». Bilan de ces assauts : 20 militaires congolais tués.
A Bunagana fief du M23, le 13 juin 2022, un drone de la MONUSCO a également repéré « environ deux cents hommes, tous équipés d’uniformes, d’armes et de sacs à dos similaires ». La légende des clichés aériens, joints aux annexes du rapport de l’ONU, les présente comme des soldats des FRD, insistant sur la présence d’un drapeau du Rwanda sur l’un de leurs uniformes.
Ces détails apportés par l’ONU viennent corroborer les nombreuses accusations portées par Kinshasa sur une collaboration du Rwanda avec le M23, depuis l’intensification des conflits, en mars.
Des militaires Rwandais capturé
Au front le 14 juin, un premier rapport du groupe d’experts des Nations unies avait indiqué que le M23 avait commencé à recruter directement chez ses voisins dont : l’Ouganda et le Rwanda « à partir de novembre 2021 », soit au moment du début de son offensive dans l’est de la République Démocratique du Congo. Deux soldats de la Nationalité Rwandaise avaient été arrêtés par les autorités congolaises, le 28 mars. Pendant l’interrogatoire par les experts de l’ONU, ils ont reconnu avoir participé à des combats en RDC et contribué à tuer de dizaines de militaires congolais.
Il sied de noter, depuis fin 2021, la force de frappe des rebelles et le périmètre des zones qu’ils menacent ne cessent de s’étendre. Dans son rapport, l’ONU estime que le territoire tenu par le M23 est « presque trois fois plus grand que celui qu’il contrôlait en mars ». Le nombre de victimes civiles augmente lui aussi. Depuis le printemps, au moins vingt-cinq civils, dont des enfants, ont été « délibérément tués » par le M23, « exécutés sommairement ou touchés par des balles lorsqu’ils tentaient de s’échapper ».

Cette interpellation est contenue dans une correspondance adressée au commandant du Mécanisme de vérification. La Coordination de Laïc catholique non seulement s’inquiète du regain de la violence perpétré par la coalition de Rebelle M23 et l’armée Rwandaise dans le territoire de Rutshuru qui endeuille la population congolaise. Ils exigent que les enquêtes menées par le CIRGL sur les mêmes allégations qui vient d’être rapportées par les groupes d’expert Onusien, soient également publiés étant donné que le M23 disposait d’une puissance de feu supérieur à celle des FARDC et son partenaire MONUSCO le dossier doit être mise aux claires dans un rapport publié : « C’est pourquoi nous avons voulu demander au mécanisme conjoint de vérification de vérifier et de nous dire d’où viennent ces armes. Comment est-ce que ces armes traversent sans qu’ils ne sachent rien. Et donc nous leur demandons d’enquêter de publier les résultats de leurs enquêtes par rapport à l’implication des pays voisins, comme le Rwanda dans l’appui aux m23 » Propos de Jackson KITAMBALA à Radio Okapi.
