LE COORDINATEUR HUMANITAIRE EN REPUBLIQUE DEMOCRATIQUE DU CONGO DENONCE LES NOUVELLES ATTAQUES CONTRE LES CIVILS EN ITURI
Kinshasa, 23 novembre 2021 : Entre vendredi 19 et dimanche 21 novembre, le site de personnes déplacées de Tche dans le territoire de Djugu en Ituri, abritant près de 3 700 personnes, a été attaqué. Le village de Drodro et le site de personnes déplacées installé dans l’enceinte de l’église ont également été pris pour cible, causant la fuite de plus de 16 000 personnes vers la localité voisine de Roe. En l’espace de 48 heures, le site de personnes déplacées de Roe, qui comptait initialement plus de 21 000 personnes, et ses alentours ont accueilli près de 50 000 nouveaux arrivants.
« Je condamne avec la plus grande vigueur cette nouvelle attaque contre des civils. Je suis extrêmement inquiet de la multiplication des violences qui, ces derniers mois, ciblent les populations civiles et les sites dans lesquelles les personnes trouvent refuge dans la province de l’Ituri. En vertu du droit international humanitaire, elles doivent pouvoir s’y sentir protégées. Les parties au conflit doivent s’y conformer », a déclaré aujourd’hui David McLachlan-Karr, le Coordinateur humanitaire en République démocratique du Congo.
L’accès humanitaire s’est réduit de manière considérable ces dernières semaines dans le territoire de Djugu, entraînant la suspension des mouvements de 17 organisations humanitaires et affectant l’accès de près de 320 000 personnes à une aide vitale et urgente à Drodro, Fataki, Nizi, Lita, Bambu et Mangala.
« La population de la province de l’Ituri est victime de l’augmentation des violences. Il est impératif que les acteurs humanitaires puissent apporter une assistance sans entrave dans le respect des principes humanitaires d’humanité, de neutralité, d’impartialité et d’indépendance. J’en appelle aux autorités congolaises afin qu’elle redouble d’effort pour assurer la protection des populations civiles», a conclu le Coordinateur humanitaire.
L’Ituri est une des provinces les plus affectées par les déplacements de population en République démocratique du Congo. Plus de 1,7 million d’hommes, femmes et enfants sont déplacés à l’intérieur de la province, dont plus d’un tiers dans le territoire de Djugu ; les enfants représentent 52% des personnes déplacées
