L’Equipe Humanitaire Pays exprime sa profonde inquiétude face à la recrudescence des tueries, des déplacements de population et à la recrudescence des besoins humanitaires dans la province de l’Ituri, en République démocratique du Congo
Le Coordonnateur humanitaire en RDC, David McLachlan-Karr, a mené une mission en Ituri du 11 au 13 août. La mission humanitaire était composée des représentants nationaux de l’UNICEF, du HCR, d’ONU Femmes, de la FAO, du FNUAP et d’OCHA, d’un haut fonctionnaire du PAM et d’un représentant du Forum des ONG internationales.
A son arrivée à Bunia la semaine dernière, la mission a été reçue par le Gouverneur par interim et des hauts-fonctionnaires du Gouvernement provincial pour un briefing sur la situation dans la province. L’Equipe Humanitaire Pays a exhorté les autorités militaires à continuer à travailler avec la MONUSCO et les autres parties pour assurer le respect du droit international humanitaire, garantir la protection des civils et des infrastructures sociales et fournir un accès sécurisé aux acteurs humanitaires pour aider les victimes du conflit.
La mission a été informée d’une forte hausse des déplacements causés par les actions des groupes armés illégaux et des milices d’autodéfense communautaires, qui viennent agrandir le nombre déjà important de personnes déplacées. Le nombre total de déplacés dans la province est estimé à 1,7 million de personnes, dont un nombre excessivement élevé de femmes et d’enfants.
L’équipe humanitaire a effectué une mission à Komanda, dans le territoire d’Irumu, pour inspecter les sites de déplacés. Il a été observé que de nombreuses personnes déplacées avaient cherché refuge et sécurité au sein des communautés locales, poussant ainsi les mécanismes sociaux d’adaptation à leur limite. En particulier, les écoles, les lieux de culte et les services médicaux locaux étaient débordés. “Les populations nouvellement arrivées, y compris celles de la communauté pygmée, ont fui les attaques avec rien d’autre que les vêtements qu’elles portaient. Beaucoup d’entre elles ont raconté des histoires horribles d’assassinats ciblés, de viols et de torture”, a déclaré le Coordonnateur humanitaire.
L’équipe humanitaire a identifié les besoins sectoriels prioritaires suivants : soins médicaux, nourriture, abris, eau, services d’assainissement et fourniture d’articles ménagers. Au moins 59 sites de déplacés et de regroupement ont été enregistrés par les agences humanitaires dans la province. Ce nombre risque d’augmenter avec la reprise des combats. Les opérations humanitaires dans la province sont compliquées par la rareté des ressources, les partenariats limités, le terrain et la logistique difficiles, ainsi que l’insécurité. Les attaques contre les agences humanitaires ont également augmenté, parfois en raison des tensions intercommunautaires et interethniques.
“Des solutions durables doivent être trouvées pour permettre aux populations déplacées de retourner chez elles en paix le plus rapidement possible ; la création d’une multiplicité de sites de déplacés est non seulement indésirable et vecteur de conflits avec les communautés d’accueil, mais elle est intenable” a déclaré M. McLachlan-Karr. “Les conditions pour la paix et la construction de ponts entre les communautés belligérantes doivent être promues dans la province et accompagnées de plateformes pour promouvoir le dialogue, la justice et la lutte contre l’impunité pour les crimes commis dans le conflit. Les Nations Unies et nos partenaires sont prêts à soutenir les activités visant à faciliter la réconciliation communautaire et la consolidation de la paix”.
À l’issue de la visite, le Coordonnateur humanitaire a annoncé un accord pour fournir jusqu’à 7 millions de dollars de financement d’urgence à partir du Fonds Humanitaire Commun pour intensifier l’action humanitaire dans la province et les zones limitrophes du Nord-Kivu, et renforcer les équipes humanitaires sur le terrain. “L’allocation est un début, mais c’est une goutte d’eau dans l’océan ; nous appelons nos donateurs et le Gouvernement à augmenter le soutien à la population, y compris pour la résilience des communautés, aussi rapidement que possible” a conclu le Coordonnateur humanitaire.
