(Cruche Hebdo-COJODO) : des prix sont au galop sur le marché en territoire de Mwenga, Ils sont passés du simple au triple. Cette hausse est une conséquence à un état de délabrement de la route Bukavu-Mwenga. Les habitants se disent être abandonnés par l’état et récuse l’office des routes pour incompétence. De son côté l’office de route accuse un manque des matériels et équipements adéquats pour réhabiliter cette route reliant la province du Sud Kivu à la province du Maniema.
Ces derniers jours, un sac de sucre se vend à 72.000 Francs congolais soit 36 $, alors qu’à Kamituga il revient à 200 000francs congolais soit 100$. Dans la même ville, un sac de maïs de 25kg revient aujourd’hui à 45 $ pendant qu’il se vend à 11$ à Bukavu. Une bouteille de bière d’une valeur de 3000franc congolais à Bukavu, y varie de 6000 à 10 000Fc Francs congolais à Kamituga.
Cette situation fragilise l’économie des habitants du territoire de Mwenga : « La vie devient de plus en plus difficile ici chez nous. Les prix ont pris de l’encenseur. Il y a peu, un sac de ciment qui coûtait 40 000 Francs congolais soit 20 $, revient aujourd’hui à 150 000franc congolais soit 75 $», regrette Wabiwa Marceline. Pour tout produit, les prix ont galopé et cela à d’impacts même sur le produit agricole par exemple à Kamituga où un tas de légume coûte à maintenant 2 000franc congolais soit 1$. « Imagines pour nourrir ma petite famille de sept personnes, il me faut acheter au minimum 6 à sept tas de légumes, je me demande où trouverais-je 14 000 Francs congolais chaque jour pour acheter 7 petits tas d’amarantes ? », s’inquiète une ménagère de Kamituga.
Cette route porte-t-elle malheur ? C’est depuis une année que le tronçon Bukavu Mwenga Kamituga s’est dégradé. Cette route d’intérêt National la RN2 construite en terre battue, est aujourd’hui caractérisée par de grands bourbiers dans plusieurs localités du territoire de Mwenga, cas de Kasika-Kalimoto. Quitter Bukavu pour atteindre Mwenga, c’est un calvaire. Tous les véhicules s’arrêtent à Bwahungu dans le territoire de WALUNGU. Ce délabrement avancé entraine des conséquences inimaginables sur la vie socio-économique de la population. Au départ le coût du voyage lui-même n’est pas à la bourse de tous. « Pour atteindre Kamituga, il faut avoir une poche bien garnie, faire un aller et retour il faut avoir au minimum entre 190 000 Francs congolais ou 200 000 Francs congolais (soit de 90 à 100$) pour seulement une centaine de kilomètres ! », s’exclame Michel Bulambo un voyageur. Voyager de Bukavu à Mwenga est un luxe appauvrissant. « Comparativement au nord Kivu où les voyageurs parcours plus de trois cents kilomètres avec cette somme, on voit que ce que nous payons est égal au coût d’un voyage pour deux personnes qui font l’aller-retour dans un bus ou une voiture de Goma à Beni-Goma », ajoute un autre.

Pendant cette saison pluvieuse des véhicules s’embourbent, certains passent deux à trois semaines avant d’atteindre la destination, excepté les motos qui pataugent dans ces bourbiers qui arrivent difficilement le même jour. « On se demande pourquoi l’état ne veut pas réparer cette route ? Nous sommes des patrons de l’état nous payons les taxes, mais la population est en train de souffrir et les routes ne sont toujours pas réparé », cris un camionneur.
Des travaux trompent l’œil annoncés !
Depuis octobre 2020 le gouvernement provincial du Sud Kivu a lancé les travaux de réhabilitation de ce tronçon routier dont l’exécution était confiée à l’Office de route, mais depuis lors rien n’a été fait, sauf une pancarte d’annonce de travaux et le déploiement des engins. Pendant ce temps, la population reste perplexe : « c’est en octobre que le gouvernement provincial avait placé cette pancarte ici pour annoncer le lancement de la réhabilitation de cette route, mais sur le terrain, aucun geste n’est posé. On se demande si c’est le début ou c’est la fin ?», s’interroge un notable à Kasika-Kalimoto.

Cette léthargie inquiète et révolte les habitants de Mwenga. Du coup, ils récusent à leur tour, l’expertise de l’Office de route. « Je préfère qu’on retire ce contrat de réhabilitation de cette route à l’Office des Routes. Ils ne font vraiment rien pour nous. Je préfère qu’on mette à leurs places des Chinois, eux au-moins peuvent vite exécuter la réhabilitation de cette route », a indiqué un chef de village.
Cette route RN2 qui relie Bukavu à Mwenga sur moins de deux cents kilomètre est un casse-tête pour les voyageurs. Des camions mettent plus de deux semaines de calvaire avant d’atteindre leurs destinations.
En dépit des souffrances qu’endurent les usagers de la route nationale 2 (RN2), l’Office de route se dédouane. Anicet Kakese, directeur de l’Office des routes au sud-Kivu confie à Radio Okapi que son entreprise ne dispose pas d’équipements conséquents, mais il accuse subtilement les intempéries : « l’office des routes a un problème de matériels. Nos équipements ont fait dix ans, 15 ans, ça crée beaucoup de pannes. Mais tout ce qu’on attend, c’est la petite saison sèche qui est toujours perturbée par les pluies. Espérons que ça va s’améliorer durant ce mois de février. »
Sur cette route à terre battue reliant Bukavu-Mwenga jusqu’à Kasongo dans le Maniema, il y a une absence criante des ouvriers pour les travaux manuels. Pour pallier ce problème, l’office des routes plaide pour la reprise du programme de cantonniers pour l’entretien des routes au sud Kivu.
