À Fizi, la production de café, abandonnée depuis des décennies à cause des guerres a repris ces dernières années. Elle améliore la situation économique des habitants et incite des combattants à laisser les armes. Mais surtout elle a permis la réconciliation des Babembe et des Banyamulenge, longtemps ennemis.
“Depuis que nous avons réintroduit le café, la cohabitation pacifique entre des populations qui se sont évitées pendant des décennies est possible. Cela grâce aux échanges intercommunautaires qui trouvent place dans le cadre de la culture du café. Aujourd’hui, les Babembe et les Banyamulenge discutent ensemble et échangent leurs expériences pour transformer et commercialiser dans les meilleures conditions leur production.” Butoto Naum, coordinateur de l’UGEAFI, l’Union de Groupe d’Étude et d’Action pour le développement de Fizi Itombwe, se réjouit ainsi des résultats obtenus après la reprise de la culture du café à Fizi en 2006. Il est vrai que le café est devenu, en seulement quatre années, une base pour la réunification des deux peuples dans la province du Sud-Kivu, alors que celle-ci a longtemps été plongée dans des conflits tribaux.
Depuis la rébellion muleliste des années 1960, Banyamulenge et Babembe se sont affrontés et ont vécu séparés pendant plusieurs décennies. Les deux ethnies se sont ainsi longtemps accusées et provoquées mutuellement. Les Babembe considéraient les Banyamulenge comme des Rwandais ce qui pour eux était intolérable. Cette situation s’est encore accentuée en 1996, lors de la guerre dite de libération lorsque ceux-ci où ont accompagné Laurent Désiré Kabila comme des libérateurs. C’est suite aux conflits et aux guerres récurrentes dans la province du Sud-Kivu que la production de café à Fizi a été abandonnée en 1964.
Mais comme l’explique Kashidi, caféicultrice locale, la population s’est aperçue des vertus du café en comparant le niveau de vie des habitants des pays producteurs voisins : “Pour moi le café représente un véritable plus dans ma vie. Tout particulièrement au niveau de mon pouvoir d’achat. C’est au Kenya que j’ai gouté au véritable pouvoir du café.” Désireuse d’améliorer le quotidien de ses membres, la population a alors décidé de reprendre cette culture. Aujourd’hui, certains en tirent déjà profit. Mais ce bénéfice ne se compte pas uniquement en termes économiques. Il se traduit également par une cohabitation pacifique entre les anciens ennemis.
Réunification et reconversion
Les deux peuples se sont ainsi rapprochés grâce à la reprise des échanges commerciaux interethniques. “Nous escaladons les montagnes de Minembwe pour nous rendre chez les Banyamulenge. Nous y amenons des vaches pour les échanger contre du café. Du temps de la colonisation, c’est nous Babembe qui nous occupions du café. À présent, nous échangeons nos biens contre leur production et c’est cela qui permet la pacification et la cohabitation entre nos frères et nous”, déclare Victor Kabumba, caféiculteur de Nakiele.
De plus, la reprise de la culture du café encourage certains combattants à laisser les armes. Kenzo Kasolokecha, ancien milicien Mai Mai s’est ainsi converti en caféiculteur : “Je suis un ancien combattant, mais le café m’a poussé à quitter la brousse. En cultivant le café je gagne mieux ma vie. Je viens de m’offrir un appareil photo et les clichés que je tire me procurent de l’argent avec lequel je paie mes études”, s’exclame Kenzo. Il lance d’ailleurs un appel à ceux qui hésiteraient encore à déposer les armes : “Venez cultiver du café, il est là pour votre bonheur”. Cette culture rend financièrement autonome et élève le pouvoir d’achat des ménages qui peuvent ainsi subvenir à leurs besoins essentiels.
Absence de marché
Le café est présent en abondance à Fizi. Reste à le vendre. Jeanne Ndibora, veuve d’un producteur de café de Bibokoboko, regrette la situation actuelle : “Nous avons de sérieux problèmes pour vendre notre récolte. Avant les acheteurs passaient, mais ils se font rares désormais à cause du mauvais état de la route”. Ilambo Mushenzi, fils d’un caféiculteur de Nakiele, est lui aussi désespéré. Il affirme ne pas savoir à qui vendre sa production à bon prix. “Les ponts sont cassés, les routes n’en parlons pas. Comment les acheteurs peuvent-ils faire pour arriver jusqu’ici? Quelques courageux y parviennent, mais ils nous imposent des prix dérisoires qui suffisent uniquement à nous alimenter. Mais que faire ? Nous n’allons pas abandonner notre culture par manque de clients”. Pour gagner plus, les caféiculteurs préfèrent exporter en fraude au Burundi, en Tanzanie et au Kenya sans passer par les services des commerçants congolais qui les ruinent. Une solution qui a permis d’améliorer temporairement leur situation économique. Mais il reste encore beaucoup à faire pour que tout le monde puisse tirer profit de la seconde vie du café à Fizi.
